Safeguarding the Global HIV Response in a Changing Multilateral Environment

About the session
Amid a deepening global health financing crisis and a United Nations (UN) system-wide reform effort, stakeholders are examining how best to sustain and strengthen the global HIV response in a rapidly changing environment. Joint United Nations Programme on HIV/AIDS (UNAIDS) has played a unique role in convening multisectoral action, advancing human rights, supporting country responses, strengthening accountability and ensuring community participation in the AIDS response.
While a revised operating model for the Joint Programme, following the 2024-2025 High-Level Panel process, had set out already possible pathways toward a more streamlined approach, the UN80 process proposed sunsetting UNAIDS by the end of 2026.
The PCB Working Group on the further transition and integration of UNAIDS into the UN system and beyond is currently considering options to help ensure that core HIV response functions remain effective, sustainable and responsive in the years ahead.
This workshop brings together donors, policymakers, civil society and UN system representatives. Looking ahead the session will consider what lessons the UNAIDS experience may offer for wider multilateral reform efforts / the UN80 reform process, particularly how institutions can work in a more efficient and coordinated manner while increasing, specialization, legitimacy, accountability and responsiveness including to communities and civisl society organizations (CSOs).
