Dr. Satoshi Ezoe

Dr. Satoshi Ezoe is a senior public health official, physician, and health diplomat from Japan with more than 25 years of experience in global, regional, and national health policy. His expertise spans health systems strengthening, health financing, global health governance, and multilateral cooperation. Throughout his career, he has held senior positions across Japan’s Ministry of Health, Labour and Welfare, Ministry of Foreign Affairs, Cabinet Secretariat, Permanent Mission to the United Nations, and UNAIDS. His work has focused on enhancing the effectiveness, sustainability, and coherence of global health institutions and partnerships, particularly in advancing universal health coverage (UHC), health security, pandemic preparedness and response, and financing for health. He has extensive experience with the governance and financing of major multilateral organizations, including WHO, UNICEF, and UNFPA, as well as global health initiatives. He also contributed to the establishment of the UHC Knowledge Hub in partnership with WHO and the World Bank Group. Dr. Ezoe has played a critical role in international health diplomacy and consensus-building processes. He served as Chief Negotiator for Japan in the negotiations that led to the adoption of the WHO Pandemic Agreement. He has represented Japan in the governing bodies of WHO and other global health organizations and initiatives, as well as at United Nations high-level meetings on health and G7 and G20 health processes. He is a medical doctor with a Ph.D. and holds Master of Public Health and Master of Public Administration from Harvard University.
