Dr. Manjula M. Luthria

Dr. Manjula Luthria is a recognized thought leader on global talent flows and has been at the forefront of shaping how talent, opportunity, and economic growth intersect across borders. She has championed bold and innovative approaches for unlocking jobs and prosperity by connecting people, skills, institutions, and economies in ways that expand opportunity for all. At the World Bank, she leads the Program for Advancing Talent through Human Mobility for Africa (PATHMA), driving efforts to harness the transformative power of mobile human capital as a catalyst for development. Previously, at the Center for Mediterranean Integration in Marseille, France, she led the regional integration program, forging partnerships across the Mediterranean and advancing practical solutions to shared economic and social challenges. A PhD economist by training, Manjula combines analytical rigor with a deep commitment to real-world impact. Her work spans some of the most complex development issues of our time, always guided by a belief in the power of ideas, collaboration, and human potential. Equally passionate about learning and mentorship, she has taught international development at Georgetown University’s School of Foreign Service, inspiring the next generation of global leaders.
