As Vice President of Global Medical Affairs for Global Health Equity, Carlos leads a team of medical, scientific, and business leaders focused on closing the gap between communities and the care they need. Their science-based approaches and programs are defining root causes of health inequities and evaluating the impact of J&J programs in closing such gaps in areas like Tuberculosis (TB), Mental Health, Global Surgery, and Vision Care. Carlos and his team are also optimizing scientific engagement strategies across access policy, treatment guidelines, advisory boards, and publications to remove potential barriers to care, all while ensuring adherence to enterprise risk, safety, and quality management frameworks.
Carlos has established a solid reputation as a scientific leader and strategic thought partner. In his prior role as Global Head of Global Public Health, Medical and Scientific Affairs at J&J, he was responsible for generating and communicating scientific evidence in collaboration with global, regional, and local scientific organizations such as the World Health Organization, Africa-CDC, and National Departments of Health. These programs included more than one million participants in over 150 sites across several low-and-middle-income countries in Africa, Southeast Asia, and Latin America in areas including COVID-19, Ebola, TB, HIV, and Neglected Tropical Diseases.
Before that, Carlos spent four years as Vice President of Strategy and External Scientific Affairs within J&J’s Office of the Chief Scientific Officer. He also served as J&J’s Industry Chief Strategy Officer to the World Economic Forum.
Carlos joined Janssen in Mexico City in 2007, and has held roles across R&D, Clinical Operations, and Medical Affairs.
A licensed cardiologist, Carlos earned a medical doctorate and a Doctor of Science in Public Health from UAG School of Medicine and UNAM, Mexico.
