Ihor Perehinets, MD, MPH, is a Programme Area Manager for Country Health Emergency Preparedness and IHR (CPI) in the WHO Health Emergency Programme (WHE). CPI supports core preparedness capacity monitoring and strengthening aligned with the IHR M&E Framework, including SPAR, JEE, IAR/AAR. It also assists in developing, costing, and implementing National Action Plans for Health Security (NAPHS). Recently, CPI aided over 20 WHO EURO Member States in preparing and submitting proposals to the Pandemic Fund. The programme conducts risks and vulnerabilities assessments, as well as contingency planning for health systems and services to enhance readiness for public health emergencies. It offers a wide range of capacity building activities focused on preparedness and readiness for health emergencies. Previously, Dr. Perehinets served as Deputy Minister of Health of Ukraine (2015-2016), leading reforms in overall health systems and public health services. He played a key role in implementing major changes in national health finance, public procurement of medical products, and the public health system, as guided by the EU-Ukraine Association Agreement. Dr. Perehinets successfully managed a significant project for the Ministry of Health of Ukraine, procuring medicines through international organizations with a budget exceeding USD 95 million. With extensive experience in Eastern Europe's public health field, his main interests revolve around strengthening health systems and public health services to ensure resilience and health security. He earned an MD degree from Lviv State Medical University, Ukraine, and an MPH from San Jose State University, USA.
