About Cecilliah Mbaka

Dr Cecilliah Mbaka is a medical doctor and global health systems specialist with more than a decade of experience in fragile and crisis-affected settings. She is Senior Technical Advisor for Health at CARE International, providing global technical leadership for the organisation's health portfolio across humanitarian and development contexts. Her technical work concerns the delivery of primary health care under crisis conditions. She designs integrated service models for these settings, linking outbreak preparedness and infectious disease response with non-communicable disease care, sexual, reproductive, maternal, newborn, child and adolescent health, and gender-based violence response. She also strengthens the frontline health workforce on which those models depend. Her position is that health system resilience in fragile settings depends less on parallel emergency structures than on primary health care platforms and health workers that continue to function during and after a shock. She is pursuing the Certificate Program for AI in Healthcare at Johns Hopkins University, with a focus on the application of artificial intelligence to health outcomes and health system strengthening.
