Anne M'Lurhe ABELA, a retired University Teacher and Health worker, is the Nurse Private Entrepreneur running Batima Second-Generation Health Post as a private healthcare business for Batima Cell, Rweru Sector of Bugesera District in the Eastern Province of Rwanda since September 2022 under the SFH Rwanda supported Public Private Community Partnership (PPCP) model.
As a Health post Entrepreneur managing Batima Second-Generation Health Post she is responsible for respecting the Ministry of Health guidelines while providing health care services, treatment, and drugs dispensing. As a licensed professional nurse, she oversees patient medications, treatment and therapies for quality assurance and compliance with Ministry of Health guidelines, she ensures good customer care service to the clients and ensure the accuracy data and report to the higher levels of healthcare (health center) as well as in the HMIS system.
She leads a team of over 8 health post personnel and the team ensures correct billing for services offered at the health post and prepare monthly invoice and submit to the insurer, RSSB for reimbursement.
Previously before her retirement, she has been an Assistant Lecturer at the University of Rwanda – College of Medicine and Health Sciences and delivered the following courses: Fundamentals of Nursing and Patient Health Care, Health Measurement and Research in its unit of Introduction of Epidemiology and Gynecology & Obstetric in Focused antenatal care, Normal labor and delivery, then practical demonstration and Internal Medicine in Communicable diseases lecturing and Maternal and child Health-Immunization.
Since January 2006 until July 2022, she has been working at the Kigali Health Institute (KHI) as coordinator of internship programs for bachelor’s degree and diploma level students attached to the Clinical Medicine and Community Health Department, School of Public Health.
Anne has also worked at the University Teaching Hospital (CHUK) in the Pediatric service, as a room nurse providing care of children with chronic diseases such as kidney disease, heart disease, leukemia etc.
Starting her professional work she served at the International Committee of the Red Cross (ICRC), Democratic Republic of Congo as Director of Health Center activities in the area of health BAGIRA, Médecins Sans Frontières (MSF) as coordinator and supervisor of community health activities in three refugee camps in the DRC such as Kashusha, Inera and Addi-Kivu responsible for taking care of their diet to prevent malnutrition which they were exposed to, diarrhea etc.
Ms. Anne has a master’s degree in public health from University of Rwanda, a postgraduate Certificate in Learning &Teaching in High Education from the University of Rwanda, a bachelor’s degree in public health at the Université Ouverte/CIDEP and an Advanced Diploma in Health Sciences/Nursing from the Kigali Health Institute (KHI).
Anne contributed to the publication of two papers in the IJRDO- Journal of Health Sciences and Nursing and the Rwanda Journal of Medicine and Health Sciences Vol. 2 No.3, September 2019: Factors associated with early sex intercourse among young schooling children in Kicukiro District, Kigali-Rwanda, Occupational Health Risks Associated with Medical Waste Management Practices among Health Professionals working in Three District Hospitals in Rwanda.
