Tisha Wheeler is a senior policy expert with extensive experience in global health. She is the Director of International Health Policy at Roche Diagnostics, where she focuses on low- and middle-income countries from her base in Washington, D.C.
Throughout her distinguished career, she has been a prominent figure in global health policy and funding. For over a decade, she served as a deputy principal at PEPFAR, providing technical oversight for a $7 billion annual portfolio. Her government service was preceded by a six-year tenure at the Bill & Melinda Gates Foundation, where she helped lead a major HIV delivery initiative from both the India and Washington, D.C. offices.
Tisha’s international experience includes working in Africa and Asia for half of her career. She headed the UNDP HIV office in South Sudan leading multi-donor trust fund proposal coordination and has also worked in clinics and refugee camps with Doctors Without Borders (Médecins Sans Frontières). She holds a Master of Science degree in Social Policy in Developing Countries from the London School of Economics and a bachelor’s degree from Sonoma State University.
