Dr Greg Munro is a Public Health Physician with a background in strengthening the primary health
care response at a local government level in post apartheid South Africa. He served on the advisory
committee of the Ministers of Health and led wide ranging research and reform agendas on issues
such health sector parity, the decentralisation of health functions and developed the first local
government strategy for responding to the HIV pandemic in South Africa. He served as a long-term
consultant to a World Bank project supporting three large Global Fund programmes in Lesotho,and
based in Kenya, led capacity development for government and civil society across multiple countries
in Eastern and Southern Africa within the UNAIDS technical support facility. He subsequently joined
the international NGO sector where he led capacity development for civil society across 40 countries
for responses to HIV and TB and managed significant global development contracts, supporting some
of the most marginalised and vulnerable sectors of society. In 2016 he joined the Commonwealth
LocalGovernment Forum (CLGF) in London as Secretary-General, supporting local democracy and
decentralisation in the 54 Commonwealth nations. Since early 2021 Greg has been the Director of
Cities Alliance, a partnership hosted by UNOPS, which seeks to address the challenges of urban
poverty, slums and informality, particularly in secondary cities. Based in Brussels, Cities Alliance has
worked in over 80 countries globally.
Greg has worked with many stakeholders in the urban development field, also participating in the
Global Task Force for Regional and Local Government. He served for many years as an Honorary
Lecturer at the Africa Centre at the University of Stellenbosch, South Africa, and has a number of
publications and thought pieces relating to his fields of interest and expertise.
