In the wake of recent global health crises, the shift from reactive response to proactive resilience requires a new generation of tools that integrate planet-scale data with local, human-centered action. This panel explores the intersection of "High-Tech" predictive modeling—leveraging geospatial AI and federated networks—with the "High-Touch" realities of community health infrastructure.

While advanced artificial intelligence now offers the "GPS" for predicting disease outbreaks before they manifest, the efficacy of these tools remains contingent upon the "analog" foundations of trust, primary health care, and local workforce empowerment. Drawing on case studies ranging from Ebola simulations in East Africa to the work of the WHO Hub for Pandemic and Epidemic Intelligence in Berlin, experts will discuss how to close the "AI fluency gap". The session aims to define a framework for "collaborative intelligence" where technological innovation serves to amplify, rather than replace, the essential human experience in global health security.
