The Health Impact Investment Platform (HIIP) was announced at the Summit for a New Global Financing Pact held in Paris on June 2023. This event marks the operationalization of the HIIP, bringing together the European Investment Bank (EIB), African Development Bank (AfDB), Islamic Development Bank (IsDB) and the World Health Organization (WHO) to support Low-and Middle-Income Countries’ (LMICs’) governments in their health planning and investments.
The HIIP aims at fostering innovative partnerships between Multilateral Development Banks (MDBs), WHO, Philanthropies, Private Sector and LMICs’ governments to (1) ensure that investments support government health strategies and funding needs and (2) mobilize additional funding for health priorities. This will be through concessional finance and grants in the shorter term, as well as private investment in the longer term. In line with the Lusaka Agenda, launched on Universal Health Coverage (UHC) Day 12 December 2023 and providing a foundation for Global Health Initiatives, the platform will enhance cooperation between MDBs and harmonize funding at country level, streamlining engagement for national governments and reducing transaction costs. It will also provide members and national governments access to technical support in developing investment plans in health from the WHO and the opportunity to benefit from the collective financing, operational and sectoral experience of the MDB partners.
This session will focus on the critical juncture the Global Health ecosystem is at, the urgent need for more investment in health and the importance of new partnerships to accelerate progress to meet the health Sustainable Development Goals (SDGs) and UHC. Countries will speak about the barriers to health investment faced in LMICs and the value of technical support to effectively priorities and plan their health system investments for the longer term. Platform partners will sign their financial commitments to the platform and discuss the value of this partnership and the opportunities it brings to streamline and accelerate the way that MDBs support the building of sustainable health systems in LMICs.
